Some of the Chaos Software Files can be downloaded at http://www.mediafire.com/?5agx46outlwn4qn. Included in the zip is Wolf4SDL 1.7, Wolf4SDL 1.7A, and Wolf4SDL 1.8. The 1.8 version might have been created by another Wolfenstein fan. I still need to archive the previous SDL source codes. I might have to look for them on the internet. If anyone has any old files, please email them to me at jpb681991@yahoo.com.

Re: Chaos Software Files
I went ahead and backed up the entire source repository for Wolf4SDL just in case: https://bitbucket.org/Blzut3/wolf4sdl/overview
I've also included a recompressed version of your Chaos_files.zip there as well as recompiled binaries of every version of Wolf4SDL including ones that weren't hosted on the Chaos Software website. Definitely wouldn't hurt to have a few mirrors.

Ripper's ISP alice-dsl either changed their name to, or merged with O2 (I can't read German so I don't know anything specific other than they are now O2), so this should be the legitimate link until the domain is updated.
