The little-known Master and Maximum levels for Doom 2 are for sale here http://store.steampowered.com/app/9160/ . I already bought them from a store in the 1990s.
Keep this info in mind when making a mod. For instance if you make a Doom 2 mod, your level 15 will go to levels 16 or 31, level 31 will go to levels 16 or 32, and level 32 will go to level 16.
